Mark S. Kimberling

Mark was recently selected by the board of directors to be the President and CEO of NASAO. Mark first joined NASAO in 2015 to lead the association’s advocacy efforts on Capitol Hill and in state legislatures. Mark previously served as the National Director of State Government Affairs at the Aircraft Owners and Pilots Association (AOPA), where he successfully spearheaded several significant pro-aviation state tax reform and funding initiatives across the country and received the President’s Award – the organization’s highest honor for an employee. Mark also worked as an international aviation and airport analyst, authoring a comprehensive assessment report on the development of Brazil’s national system of airports and infrastructure. Prior, he worked on transportation, aviation, and other policy issues in Congress on the staff of Representative Zoe Lofgren (CA-19). Mark is also a commercial rated pilot and certified flight instructor (CFI) with international flight experience as a former First Officer for American Eagle Airlines based in Puerto Rico. Mark lives with his wife in Ellicott City, MD, and is a proud graduate of Boston College.

John Shea

John Shea is Manager of Government Relations for NASAO. In this capacity he supports the President/CEO with coordinating all advocacy and legislative efforts to Congress and federal agencies for NASAO members.  He brings several years of Capitol Hill experience, having served in both policy and communications roles. John also served as a campaign manager for a congressional campaign. John has worked for Sen. Kay Bailey Hutchison (TX), Rep. Chuck Fleischmann (TN-03), and Rep. Stephen Fincher (TN-08). He advised on several different policy areas including commerce, financial services, homeland security, judiciary, labor, telecommunication, trade, and transportation. John graduated from the University of Memphis with a Bachelor of Arts degree in Political Science and a Minor in Public Relations.                                                                                                                                                                                  

Kim J. Stevens

Kim joined NASAO in 2013 as Director, Member Relations and Communications and brings to his position twenty years of experience with state aviation. He is a former director of the Nebraska Department of Aeronautics and deputy director of the Arizona Department of Transportation, Aeronautics Division.  A longtime commercial-rated pilot, Kim has held various positions in the newspaper and magazine business, most recently as publisher of the State, Arizona and AVED Journals.

An advocate of aviation and aerospace education, Kim serves with the National Coalition for Aviation and Space Education. Kim is also Co-Chair of the Western Regional Partnership’s committee on Military Readiness, Homeland Security, Disaster Preparedness and Aviation. Kim also served for 10 months as the Interim President and CEO of NASAO during the hiring process to fill the position permanently.

Tracy is excited to join the NASAO team. Previously, she worked for over five years at COMPTEL, an association representing competitive communications service providers and their supplier partners. As manager of education and member programs, Tracy oversaw COMPTEL’s educational content and opportunities including webinars, and the coordination of the COMPTEL PLUS conference agendas.

Prior to COMPTEL, Tracy served as membership coordinator at Northern Virginia Technology Council, providing assistance to more than 1,000 member companies. Earlier in her career, she worked in the membership department for National Insulation Association and as a client service representative with US Newswire (now PR Newswire).

NASAO is one of the most senior aviation organizations in the United States, predating even the Federal Aviation Administration’s predecessor, the Civil Aeronautics Authority. The states first established NASAO to ensure uniformity of safety measures, to standardize airport regulations and develop a truly national air transportation system responsive to local, state, and regional needs. NASAO holds two formal conferences each year – our Annual Convention and Trade Show, typically held in September and a Washington Legislative Conference held in the nation’s Capital during the February/March timeframe. NASAO also has a presence at EAA’s AirVenture, held each year in Oshkosh, Wisconsin in late July.
